Start Windows Task Manager and end adb.exe then you’re good to go, adb.exe runs if you have your phone connected to the computer via USB.

. ..or reboot to Linux and manage the FS from there. I get in a similar situation all the time. Windows won’t delete a file, can’t change a filename and so on because it says the file is being used. Got Avira and MS Security Essentials updated to the last minor version but still can’t find anything wrong – perhaps a malware of sorts that has its teeth deep in those files. Got fed up. Rebooted to Ubuntu. BAM! Files deleted and renamed. LOL!
